Bio

Marcy joined USICH in January 2022 and brings with her nearly 20 years of experience developing and implementing federal homelessness-related policy.  As Director of Policy Initiatives, Marcy leads USICH's federal policy work and the development and implementation of the new Federal Strategic Plan to Prevent and End Homelessness.  Marcy previously led a national technical assistance team that provided equity-centered technical assistance and capacity-building support to communities and organizations around the country to help strengthen and improve their homelessness response efforts. In her former role as a senior advisor at HUD, she worked collaboratively across the federal government to develop and inform policy that sought to codify national best practices related to chronic homelessness, coordinated entry, rapid rehousing, and Housing First. Marcy received her Bachelor of Social Work from the UMBC and Master of Social Work from the University of Maryland, Baltimore.
