This Strategic Framework is a roadmap for how Funders Together to End Homelessness wants to show up and contribute to the collective work for housing justice – by elevating Pro-Black and Pro-Indigenous solutions that realize housing justice as racial justice, carrying out our unapologetic justice stance, and move with intention to uplift our well-being and model wellness and liberation. It is a living document allowing for our actions to change in response to unknown and unexpected developments in the world. The vision, mission, and strategic positioning and priorities offer a foundation and a compass for charting a new course.
2022 Unsheltered and Rural Homelessness Supplemental NOFO Resource Series
HUD’s newly-announced supplemental NOFO is making $322 million available for communities to address both unsheltered and rural homelessness. This funding provides an opportunity for CoCs to identify strategic approaches to reducing and eventually ending unsheltered homelessness in their communities. It is also a chance to reverse course on punitive tactics, support critically needed street outreach, and demonstrate meaningful reductions in unsheltered rates to their communities.
Caring for Homeless Services Staff During the COVID-19 Pandemic
The challenges from the COVID-19 pandemic only continue. But even during these difficult times, there is a lot that leadership can do to stave off employee burnout—and it doesn’t take a big budget to do it. The Alliance spoke to three homeless service providers about what they’ve done to care for their frontline staff during the pandemic. The following resources are based on these providers’ responses, and can aid homeless service systems and organizations in supporting their staff.
Critical Time Intervention for Rapid Re-Housing
Critical Time Intervention for Rapid Re-Housing (CTI-RRH) is a time-limited evidence-based practice that mobilizes support for vulnerable individuals during periods of transition. The CTI-RRH model facilitates housing stability, community integration, and continuity of care, and has been successful in supporting the return to housing for people with serious mental illness, people experiencing homelessness, veterans, and many other groups.
Every One Votes is an initiative to ensure that people who are experiencing homelessness are registered to vote and able to exercise their right to do so. Providers can access resources and tools that provide guidance and strategies to support clients and consumers to register to vote, and to encourage voter turnout.
Exploring the Potential Impacts of COVID-19 Emergency Housing Resources
A new interactive tool produced by the Alliance’s Homelessness Research Institute can help communities revisit their ERA and EHV targeting strategies to recognize the potential of fully taking advantage of this once-in-a-generation opportunity.
The Framework for an Equitable COVID-19 Homelessness Response
The Framework for an Equitable COVID-19 Homelessness Response provides guidance to communities on how to use a wide range of federal funding sources, including CARES Act programs, strategically across key public health and economic recovery strategies to meet public health goals, increase housing stability, and prevent future increases in homelessness – all with a racial justice and equity lens.
Over the course of the COVID-19 pandemic, numerous states and localities successfully expanded their housing capacity by rapidly acquiring hotels and motels and converting them into permanent housing. This page contains case studies that outline some of the most noteworthy hotels-to-housing initiatives across the country. Each document includes an overview of the funding sources that were implemented, the administrative approach that guided the initiative, and the overall project development process. They also include an assessment of the key success factors and the major lessons learned for each effort.
How to Effectively Work with Federal, State, and Local Leaders
Regular engagement with elected officials is critical to any community’s efforts to end homelessness. This toolkit provides resources to help you and the people in your homelessness system communicate with elected officials and other policymakers. It provides context for the federal budgeting cycle, guidance on how to engage with policymakers, and tools to effectively make contact and elevate homelessness as a priority issue.
The Pressure Points Resource Series
The Pressure Points resource series is intended to highlight key, continuously evolving strategies and practices for ending homelessness, and provide guidance and clarity to help communities execute them more effectively. Installments include resources on Shared Housing, Progressive Engagement, and Housing First.
People of color experience homelessness at disproportionately high rates due to historic and ongoing systemic racism. These tools and resources can aid your system in learning more about racial disparities in homelessness, and the structural factors that contribute to them: criminalization, poverty, redlining, mental and physical health, incarceration, and more. The resources on this page can help you in determining where these disparities come from, and how to improve equity across homeless service systems.
Rapid Re-Housing Toolkit (updated 2022)
Rapid Re-Housing (RRH) is an intervention designed to help individuals and families quickly exit homelessness, return to housing in the community, and not become homeless again in the near term. Explore the RRH Toolkit to learn about the core components of a rapid re-housing and what it takes to build an effective program.
The 2022 SYSTEM Series update includes updates on emerging priorities that all effective homeless response systems must be prepared to address, as well as insights on issues and areas the Alliance expects the U.S. Department of Housing and Urban Development (HUD) to prioritize in its forthcoming CoC Program Competition Notice of Funding Opportunity.
Keeping People and Pets Together
The National Alliance to End Homelessness, in partnership with PetSmart Charities, developed the Keeping People and Pets Together. This document can serve as the foundation for a larger system-wide action plan or new initiatives that actively respond to the needs of people experiencing homelessness with pets.
