Bio

Fran Ledger serves as a Senior Program Specialist for the U.S. Department of Housing and Urban Development (HUD) in the Office of Special Needs Assistance Programs. Their work is focused on homeless policies, housing and shelter initiatives, and technical resources that support stakeholders in understanding the nature of homelessness, community strategies, and resource investments to prevent and end homelessness. They are a subject matter expert in Homeless Management Information Systems, Disaster Recovery, and the Equal Access Rule. Fran also serves as a Desk Officer for the State of New Jersey. Before coming to HUD, they advocated and provided direct assistance to individuals and families, responded to communities in crisis, built information technology solutions, and provided technical assistance to local governments, foundations, and non-profit organizations. Fran has a Master of Social Work from Arizona State University.
